Building a private network questions

I've decided to have a crack at building a private network but I'm still trying to work out if its viable and worth the effort. Here's my starter position.

1} 50 web 2.0 sites with manually spun content. These will point link down to
2) 10-20 self hosted domains that will link to the money site

So I have a few questions

1) Is that OK for a start.
2) What do you do to get links to the web 2.0 sites
3) Do you link once from the tier 1 site to the money site. If so, this seems a lot of effort for 10 links.

I'll probably have more questions. Thanks in advance.

    It looks like a 2 tier link pyramid. It is hard to tell if it is going to work because it seems that Google doesn't like that anymore and if done wrong, it can really harm your main website. If you decide to give it a try, make sure you do everything naturally and randomly link some of the sites.

    1) too many variables it depends on the keyword u are trying to rank for and the power of the domains you have (i.e are they pr 2's or pr 6's there is a difference)
    2) its ok to blast the hell out of the web 2.0 since they are just for backlinks just go to fiverr and pick a good one
    3) yes link once, a private network is better if you have more than 10 sites or one really big site targeting a really difficult keyword
