Should we take into consideration google search network when using the keyword tool?

I recently noticed that there is an optional column in the Google Keyword tool, called Google Search Network, available only on exact search. In the description it says that it is about the area and language you have chosen and not for global results.
It's usually a bit higher than than local monthly searches and I'm wondering what should I think about this parameter. Should I add local and GSN together? Obviously if GSN was a part of the local searches, it would have a lower value, not higher. I'm kind of confused. Does anybody know anything on this?
