Press release and Article syndication services??

Hi every body.
I am newbie in SEO. Right now i want to practice on 1 website with budget $300-400.
I have some question about Press release and Article Syndication want to ask you pros.

First : What kind of Press Release service i should use, there are so many services on internet these day. Some are very expensive, some cheaper. Which one and which package should i choose:
PRWeb.com
PRBuzz.com
eReleases.com
eMailWire.com
PRLeap.com
Vocus.com

Second : Article syndication. Can you comment me a good service? i found some, but still dare not to use one.

Last : I have a plan for my new site. Please take a look and comment. with tiny budget. do you think it worth or safe to do this way??
1. For Tier 1: i want to have a good, cheap, dofollow press release service. I heard that for 1 press release my article can be placed on over 100 of websites. Do you think i will get 100 of high quality backlinks??
2. For Tier 2: Fiverr is my choice, there are lot of bookmarking services which will help me create links back to my Tier 1.
3. For Tier 3: Blog comments : i can get thousand of comment from fiverr.

    Tier #1: must be high quality, do it manually.
    web 2.0 properties, few high quality press release sites, few high quality article directories, provide original articles (not article spinned) to them. social media: facebook, twitter, google plus. If your budget is more, buy link from high PR & high quality sites/ blogs and buy high quality blogposts for high quality blogs.

    Tier #2: use submission software
    dofollow blog comments, forum profiles, social bookmarking - randomly to web 2.0 properties.

    Tier #3: unnecessary

      Tier 1: Good platforms/good links.

    I will stick with PRWeb here, it's more efficient, if am to choose a second option i will go for PRbuzz.

    I wouldn't waste my time outsourcing to one expensive service provider here.. It's only going to get your site on PR0 page even when the root domain is PR5.

    It's not going to make any difference here even if your article get picked up by the press release site because it's a PR0 page too. The only advice here is, get a professional to write a good, hot and compelling press release content that is likely to be republished by news sites and bloggers. It's best to pick high traffic press release sites for this rather than waste your time posting on low traffic or devalued sites in the name of Press release.

    2. For Tier 2: Fiverr is my choice, there are lot of bookmarking services which will help me create links back to my Tier 1.
    This can help if you use it for tier one and have tier 2 and 3.

    3. For Tier 3: Blog comments : i can get thousand of comment from fiverr.
    Easy way to get hammered for anchor text penalty...

    You must choose a service which also free. It depend upon the press release title first of all. Secondly if your release is not engage in social networking websites mere useless. Press release mean you are imparting the information about some event have been going to happen. So if the audience is not aware about it then what is its use. So spread the information also with your friend circle too.
