The Importance of Top Level Domain

I'm somewhat baffeled about what I just discovered. The importance of the top level domain (domain extention) is sooooo huge.
Let me explain. I have a non-English website, 2 yo, PR 3, .com domain. The article in question is there from the beginnig.

Now I found out that another website has copy-pasted this article. The other website is 1 yo, PR 1, AND local domain.

Guess what? Doing the search in google.com, and in American proxy gives my website at the top. BUT, doing it with local Google, and it's the other website that's at the top - and mine is nowhere to be found!

So, let us talk about "duplicate content", pagerank and so on.... It's a totally different ball game now.

    It is not only about the domainname. Maybe he got more backlinks from websites in the same language etc. Besides this there are way more factors.

    Simply stating that it is about the domain name is not right.

      No, his copy is only a few weeks old. I presume this page does not have any backlinks at all (and mine has!!).
