I've used GA for years and it's been very accurate. It could be that your buyers are coming back to the download page multiple times.

The accuracy of your goals will mostly depend on how you set them up. What did you use as your goal value? There is URL destination (note that you can tack a virtual pageview using this method), visit duration, page/visit, and events. So if your Analytics account is saying you had 121 conversions or goal completions, its less a case that it is wrong and more a case that the goal may have been set up in a way that doesn’t provide you with the information you are looking for.

For instance, if a goal were configured to record when a user reached a certain page (such as your sales page), then analytics would record a goal completion whenever this URL was reached, regardless of whether or not the visitor performed an action on the page.

Did you set your goal up in a way so that analytics only records when an actual sale is completed? Such as when a user reaches a confirmation URL?
