How would you off-page SEO a brand new site?

Hello,
How would you optimize a brand new site - if you would launch it right now?
Everyone is telling the same: SM bookmarking, "do follow" blog commenting, a few directory links, article submissions/blog posts...
But there are dilemmas in me: buying links is sanctioned by Google. But even so, one needs 4-5 good directory links...
Article links are important indeed...
But overall getting the backlinks in Google is extremely hard. Can take 6 months+
And if I get almost no Google traffic, than the SM bookmarking itself makes no sense - since there are no visitors...
Essentially the question is: how to start a powerful effective, but free SEO campaign to create strong enough Google presence in 2-3 months?
