Unnatural links penalty revoked

Recently we received the "Manual spam action revoked" message in WMT. Since then our rankings improved from outside 999 for our main keyword to 200ish for the main keyword....but within 24 hours of the penalty being revoked, they again fell to outside 999 (as they were whilst we had the penalty). I know things take time to recover, but I was expecting things to move up and down in smallish steps, until they finally settled down and not to plummet like that. Is this "normal"?
