My Off-Page SEO Strategy - Authority Tiers - Review / Critique / Copy

First of all I am extremely new to the SEO scene and I am trying to learn as much as I possibly can in order to boost a few of my local business sites. My current off-page strategy is to build up an authority network that I can send links from to my business sites. I would like to hear any and all thoughts on how you would improve this strategy or if I am just completely wrong on my ideas.

1. I purchased 10 pr2 - pr3 domains to use as my starter links. I am basing my links on a tier type system so I am going to use these as my tier 1 links.

- I use Expired Domains with PR, Backlinks and more completely FREE to find the websites that I want to buy.

2. I then set up those 10 domains with an authority type model. I want these tier 1 sites to be "authority" sites in my niche. I am using this for a local pet niche so I basically made them sites such as "(City Name) Dog Trainer Locator", "(City Name) Pet Bakery Locator", etc. I basically want these sites to appear to be the local authority on these related niches.

- I came up with a "guide line" for articles to post on each page such as "What can a dog trainer do for me", "What to ask when looking for a dog trainer", and many other types of similar articles to post as sub pages in the site with a lot of internal links etc.

- There is a lot of information on building authority sites and I am just putting together the main points to make a fake authority site that sends authority back links.

- I also set up facebook / google+ / twitter pages for all of them and had a few fiver gigs to pump a few visitors to them all. I am not trying to get a very interactive community with these pages, I just wanted a little social interaction with them.

3. Then I started setting up what I call my tier 2 back links. These are basically what everyone calls tier 1 back links. I made white board videos for every page and used them as back links and I did a lot of forum / article / blog posts all manually for each of the 10 sites.

- Sparkol VideoScribe - Unique video scribe marketing & communication tool is where I made my whiteboard videos. It is very easy and makes decent videos. It is nothing like being able to make your own, but I just recently found this and it has been awesome so far.

- Due to having so many sites to do I have only been submitting about 3 back links per site per week. I am trying to keep it on a "drip feed" type system so that it doesn't kill these authority sites.

4. My next step is to blast the other backlinks with a ton of random backlinks. I have not done this yet, but I am just trying to add a little extra juice to the main back links.

I just started this about a week ago so I haven't noticed anything significant yet, but I expect to have a pretty nice increase pretty soon considering all the competitors are basically only backlinked through indexing sites.
