Best tier 2 links?

I am currently working on a SEO strategy for my sites that I want to last through any google updates. To do this I will be writing all content for my money site and tier 1 sites, but I want to automate the process of creating links to my tier 1 sites.

Currently what I have planned is:

20-50 facebook shares to each tier 1 page
20-50 tweets to each tier 1 page
other social links to each tier 1 page
bookmarks dripped over a month to each tier 1 page
wiki links dripped over a month to each tier 1 page
blog comments and pings dripped to each tier 1 page


I think this plan would work great, but I have am having trouble finding ways to get facebook shares and other social shares without spending hundreds of dollars for each tier 1 page.

I have found a site called tribepro.com, but it seems like it may come off as spam as all the links are built instantly to your site and are built on social pages that are only used to link to other people using tribepro as well.

Can anyone share their methods on building social tier 2 links and suggest programs?
