Would this be considered arbitrage?

I want to run a campaign on 7Search to try and get exposure for my site with some cheap cpc but not actually try and sell anything. However, I do have adsense running on the site and if some people click on adsense, would this be deemed as arbitrage by adsense?

Also, I run a cpm banner on the site and was wondering if the cpm advertiser would consider this as artificially increasing the page impressions. I think my cpm company will have filter in place where they don't credit impressions that are deemed not satisfactory from their point of view.

    Your site should be monetized, up front, with something other
    than adsense.

    The only exception I know of, is to be a "seller" of info,
    blogging style. That is, you run an authoritative blog on
    a particular subject. Not actually, "selling," but giving
    yourself exposure.

    I know google allows this, as their last free adwords coupons
    for me was specifically targeted to use with one of my free
    blogspot blogs. So I did. I think I made $100 on the $100
    coupon, breaking even. Although it did not cost me a dime.

    Would I run it again and pay? Maybe. It did get me a bunch
    of followers, and I can't say who bookmarked the site, shared
    it, etc. At this point I don't like spending money on just
    followers, so I am not inclined to.

    If you don't have an informative, authoritive blog-type
    site, and you only monetize with adsense, I would not do it.

    You would not be artificially pumping up banner impressions.
    People still need to click to your site. However, the person
    buying cpm banners should know upfront that you are doing PPC.

    Keep in mind that I was talking about google adwords.
    7search would have drastically lower expectations. I don't
    know a living soul who has ever used any lame search page
    powered by 7search. Seriously. I'm not hating, just stating
    the obvious.
