White hat strategy to build second website

I am not sure if this can be sustained for long term but I just came across the following scenario and wanted to share here:
Create a website with good content and backlinks from blog commenting (of course most of these would be nofollow), forum posting and social media.
Once you get good amount of traffic (this could take 1-2 years), launch second website whose content links back to first website. Also link from first website to second website. This way, you are sharing the page rank from first website to another and hence second website will come in SERP's really fast.
I have seen this happening on following two blogs:
