i am developing a site and one of the ways i am going to make money is by selling ad space for a specific niche but this niche is state and county specific. Therefor the ad space i sell to individuals needs to be displayed to the user based on where their located.

I am not using a database.

(if you understand the above you dont need to read this)
In other words when the person visiting the site and they are in mission valley san diego, i need an ad to appear based on mission valley san diego.



HOW DO I DO THIS?

    What you need is an ad server which can do this for you - Google's Doubleclick for Publishers Small Business version can do this and it's free: http://www.google.com/dfp

      Are you really going to have location based ads for wherever someone is? That is a job for ad server sites, like adwords. But if you want to know where someone is coming from, I am sure there are services that you can call and pass the IP and get the general location. I doubt they are free though.
