How Would You Analyze the Competition?

After watching a tutorial about SEO SpyGlass, I picked up a few tips so I can get the relevant data without waiting hours for it.
I ran it on one of my main competitors and see they have 310 backlinks.
Of those 310...
13 are PR-0
19 are PR-1-2
10 of the 19 are links from one domain
The Remainder are PR-NA
1) How much weight do these NA sites carry compared with the rest?
2) Do the PR-0 have any weight? Or is my competition the PR 1-2?
I checked the domains with pagerank and they all seem to belong to the same individual. They're all in a related niche, but it's clear they were created to support his money page.
