Here are some problems maybe you are having one of them. Reply Fast.
    1. Your website's server is down from their side.
    2. You have made your website's pages + homepages NO INDEX.
    3. You have a bad hosting provider.

first of all you have to remove any robots.txt file from your site if any present because they block access of google bot to your site and check your meta tags if they are nofollow if yes then change them to follow and submit your site to google through webmaster.

Make sure that the robot.txt file of your site is correctly arranged. I have faced this problem before for disorder of my robot file. So check yours.

People just jump on robots.txt because it sounds
good and they heard it from some guy who knows
        a guy.

Has nothing to do with robots.txt.

Google looks for the robots.txt first, and if not found,
just moves on to the other files. IF THEY CAN BE
accessed. If not, it stops after looking for the robots.txt,
hence the meaning of robots.txt in this context. That's
        the last file searched for.

But again, it has nothing to do with the robots.txt itself.

Google cannot access your site for a number of reasons.
If this were not blogger, it would be your server burping
        or something.

Could be the same thing on blogger. Google has a zillion
servers, some go down, like every other server on the
        planet.

It could be just a temporary bug, glitch, or other
        technical term.

I suppose you could have accidentally deleted the blog, or
        something else.

Pretty dang hard to mess up any settings on blogspot just
by sitting there making blog posts.

The robots.txt provided by google with blogspot is perfect.
But again, nothing to do with the robots.txt.

That message from google means something like this:
"I tried to find the robots.txt, but couldn't. I looked for
other files, and none existed, so I stopped after the
        robots.txt."

These messages are auto generated and google does a
        lousy job at those things.

I would assume it's a temporary hang up.

I know you said GWT has a message saying the site can't be crawled, you still need to manually verify the site is/isn't being crawled. Like Paul said, the server could have been down while G bot was trying to visit the page/s.

    Manually search Google:

    site:your_domain.blogspot.com

Change your_domain to your own site name.
