Google Search result confusion?

Hey! guys , recently i am searching for keyword "Solar Victoria" and i found one of the result like this,
GO to- Google (you will find 2nd result like this)

I do not understand how to use or how it is showing (what is the concept behind this) :- Jump to Victoria(any term) and also , the description is also not from Meta tag ---taking description from third paragraph of site....(HOW?) , why not taking meta description.

Please help me in understanding this logic of Jump to and different description.....

    Google won't always ONLY use your meta description tags, as you've seen. What happens above, is that the more Google crawls your site, the more content it picks up.

    A lot of people think that if Google crawls your article/site once, it picks up 100% of what's there. Well, it doesn't. There are simply too many websites out there. So each time Googlebot (or any other SE bot for that matter) crawls your site, they pick up a very small percentage of what you have on your site.

    In time, if someone searches for a phrase that's in your 3rd, 4th, 5th, etc. paragraph, Google will use that as your "meta description" if they've verified that the content is highly relevant to the query.

    Another possibility, is that if you've listed your site on SEO Moz or Yahoo Directory with a "description" different to that of your website's meta des. tag, Google tends to rather use the SEOMoz/Yahoo Dir. description tag for your site, and ignore yours. There's a piece of code to fix this issue if you'd rather have your own site's meta desc. used, which is of course better should you edit/change it at some stage for whichever reason.

      Very -very thanks sir....and one more thing---i have also asked one problem i.e. there is (Jump To : "Anchor link" )--how google takes that , is the site owner uses something different here to create such result....normally i have never seen such thing in search results.
      What is logic behind this.....
