Or are there times it is fine? Or is it always a bad idea? I was reading in a Rich Jerk book about doing that, but with panda an dpenguin, is this such a good idea?

You wont rank without backlinks. Now or later you'll have to get them somehow.

Stay away from mainstream backlink networks (not necessarily backlink networks). If you can find the backlink network sales page on a public web page, so can Google.

it's ONLY a bad idea if the incoming links are irrelevant.

But getting quality incoming links to your site is a must if you really want to outrank your competitors.

You can take some paid links. It is more important to build natural links through manual SEO. Too much of Paid Links will cause harm in the long run.

You don't have to BUY them. You can EARN them instead through high quality content. The old methods of BUILDING links are under attack from Google. Google wants HARDER TO GET links. In other words, links you EARN.

It's good that you mentioned something about Link Earning!! Rand Fishkin posted an article on SEOMOZ blog around 2 month ago. It was real interesting.

Of course earning links is better than buying links. However, this can very challenging and it takes a lot of time to build trust and reputation to get people link to your site. That is why it is a good option to purchase some high quality links from reputable SEO provider.

If you want to make it safe, you may want to try nik0's services. He concentrates on quality instead of quantity so there is very little risk for your site getting penalized.
