Content to Code Ratio

So I read that one thing Google likes to see is a good 'Content to Code ratio'
I've been perusing the internet trying to find out what the ratio is!
The general consensus is 'more content' then code -but there is no concrete answer.
I mean, I can see where there would be TOO LITTLE content. duh.
But is there a point where you are 'content stuffing?'
And I can see that having a lot of code could hurt load times and therefore hurt a ranking indirectly with a user experience that way.
So - my question is:
Does anyone know what an optimal code to content ratio is? Sources?
