Unnatural Link Warning -> Reconsideration Req. -> Quality Guide. Help Please.

Hi. I got unnatural link warning about 3 weeks ago.
I removed nearly all bought links, filled a reconsideration request 5 days ago.
I listed the sites that i removed links from.
After 5 days filling the request, I received a message today that my some or all pages still violate quality guidelines.
Does this means that my original link problem solved, and I now just need to delete pages and build new ones?
