Looking at the TOS they say you are allowed but responsible for your traffic...what does that mean? Any Adsen$e experts?

It means exactly what is says. Paid traffic is fine, like adwords and
other programs that are on the up and up.

Junk traffic visits, traffic that is rewarded, traffic that does not choose
to specifically come to your site, etc. is not the kind of
paid traffic you want to take a chance on.

However, just because google allows paid traffic does not mean
it's worth it. Google tells you to use adwords for your adsense sites
    in two specific instances.

When you want followers to your blog, and not necessarily a click.
An adsense click would be a bonus.

When you primarily monetize your site with something other than
adsense, then having adsense gives you an opportunity to make
money if a visitor is not interested in what you are selling. They
used to have a case study of a plastic surgeon's website doing
    just that.

Notice in both cases getting an adsense click was not the primary
reason for using paid traffic like adwords.

I would not waste money trying to profit via adsense from paid
traffic. Good traffic is too expensive. Bad traffic is risky.

I do well with niche forum traffic (direct traffic), old school social beats out all this fake social crap like FB or Twitter. People on niche forums are 100% interested in the niche/sub-niche they're already pre-sold on anything that you have to offer in the same niche.

The reason I mention niche forums is because like Paul said, paid traffic isn't a good idea (IMO) unless you have a fixed priced product your selling, unlike Adsense.

Anyone who sends traffic via some knucklehead on fiverr is an idiot.

Anyone who pays "that" person on fiverr a dime for that crap, deserves
exactly what that crap will get them.

Bad paid traffic is not a secret.
