New Adwords Account Promo Codes? PPC Help

Up until recently our PPC strategy was throw money at it.We had it set up by an SEO Company we employed in 2010 Briefly. There wasn't seemingly any way to track it and its cost was deemed expensive due to the competition in the keyword bidding and our lower than we'd like quality scores. We stopped the campaigns about 8 months ago
I have since restarted some with modest daily budgets with less than competitive keyword bids. I currently display 20% of the time at an average position of 6th. We get no clicks nor calls. We are showed like 50-75 times a day for some keywords.
also, the reps over the phone for adwords told me that my account is code eligible. where can i get a code for free credits to play with? How can I switch from clicks I don't really care about to calls my reps can field? I have setup call extensions. but doesn't seem to work.
