Promoting a site with no on-page SEO

I notice this site cople of days ago:

dumbbellsforsale.com (not mine )

Anyway I thought to myself, this guy is ranked very high in google for couple of good traffic keywords, But he has no ON-PAGE SEO, He do have however good off-page seo with some solid backlinks.
But since he's main page got no content , only links to other pages in his site, how does he ranked high if he has no good on page SEO?

Is there an option that he first built a normal site with good on-page SEO, and when it got high on google, he changed completely the site ?

    We know that content and backlinks play a major role in improving site visibility in search results. If you don’t have enough content but the available content is best quality you may rank high. Probably, this is the case of this website.
    Second, if you don’t have content but huge backlinks, there is something fishy... probably, some blackhat techniques.

    What more do you want from his on-page SEO, he's doing the usual stuff.
    • Keyword in title
    • Keyword/s in <h> tags
    • Relevant internal links
    • The entire 50 pages is laser focused on the same subject

    He's also using that blog as relevant backlinks pointing at his CB squeeze page (hxxp://www.rippedcutbuff.com/).

      Yes!! He has included the keyword everywhere hence his ranking is good. This is a nice way to get in the top of Google.
