Which traffic Source is Suggested PPV Or Mediabuying?

Hi There,
I am promoting a biz opp cpa offer(EWA network) with CPV traffic(Lead Impact) since 3 weeks. I sturggled with tracking system and landing page for the first one week and started noticing some conversions for 2 days in the beginning of the 2 week but conversions are zero from past 10 days. Yesterday I changed the lander and I am the highest bidder. I got 19 impressions and 5 clicks and the conversion rate is 0

As the traffic is really low, I wanted to move to media buying. What do you guys suggest?

Also, I might be doing wrong with ppv, Any suggestions are welcome. I take it in a positive way
