These are known as SITELINKS. There's no way you could actually calculate the real time and requirements for getting sitelinks. They just appear any moment. Though it is not required, having a good navigation menu could be helpful.

And yes, sitelinks usually show up for the EXACT title of the site/blog.

Sitelinks show up when Google considers you a brand.

In other words, when people actually type your site name into Google enough times.

Besides building a quality site and all the other boring generic pointers, here are three other ways to turn your site’s name into a branded keyword:
    • Use different proxies, type your site name into Google, and click on your site in the results.
    • Hire people on Amazon Mechanical TURK to search for your site name and click on your site in the results.
    • Say your site name in your YouTube videos a few times so that viewers type them into Google (my sites usually get hooked up with sitelinks a few weeks after using this technique).

Basically it's generated by Google by own you can't do anything just as for help to google.

You can add links to your site footer area and Navigation so it will be those links usually on sitelinks which Googles shows.

Google handle this one themselves and you will notice it is usually for websites with authority which includes having an aged website and a good navigational and page layout that meet Google's guidelines.

The screenshot in OP is Mega Sitelinks, you can get regular Sitelinks by creating a closed internal (not external) link wheel with your keyword as anchor-text.
