Social Bookmarking in the Post Penguin/Panda Era - How to?

I was quite successful prior to all the animals that live in cold places, and have a basic understanding of social bookmarking, having accounts at many of the popular sites, but I'm hoping for a little direction given the latest google updates.

Are sites like Reddit, Diigo, Stumbleupon and such still effective, and how do you best utilize them?

I've looked into onlywire, socialadr, social monkee, and lavalinx (among others) for exchanging backlinks and I like the idea of exchanging backlinks with others, but I'm a little hesitant to pay the price for these services if they're not going to be effective in ranking my sites.

Could someone please suggest an effective backlinking strategy that I can use?

Steve

What it really comes down to is the quality of the site. Reddit for example, will the readers of a given subreddit have any desire to come to your site? Unless you have real content, probably not, so if your just selling an eBook, I wouldn't even try. I have on many occasions, however, gotten 10-20k unique views from a post on reddit, however those are to sites with real content that users are interested in.

Sites like this still work very well, but instead of linking to your pitch, you should write a detailed article relating to your pitch product and make it useful and then refer them to your money product from that.

Link exchange with relevant sites is more effective than social bookmarking.

Yes, the sites are still quite effective. The only problem is people just dump their stuff there. It is important to get some followers, and to follow some people if you want to make your sharing worth. Also to add a few you can use sites like Twitter, G+, Digg, Delicious, etc.
