Do relevant website link exchanges still have any value in seo?

    Link exchanges with relevant sites in your niche will always
    be beneficial. Just make sure the sites you exchange with
    aren't part of any 'link sharing' network and that the pages
    they put your links on don't have too many OBL's (out bound
    links)

    As mentioned by the other members, this is still a viable link building strategy. The thing you have to remember about link building is that it is easy to leave a footprint without realizing it. If you build links in such a way that an unnatural pattern begins to appear, that’s when you will get penalized.
