If your doing seo for a builder whose going for

Building Repair
Building Maintenance
Building Quotes

Would it be ok to have your h1 and title tags as follows

Building Repair | Maintenance | Quotes

Or does google look for an exact match phrase?

    It may look cool in the title (in browser) but why are you using | in headings? And exact match in which sense? It depends on the searcher that what he searches. Yes Google will list you earlier if your keywords match with the searched keywords. Look for some relevant keywords using AdWords Keyword Tool or any other service to list some most searched relevant keywords and use them in your headings.

    It is better to put the exact match phrase in the h1 tag

    personally i would use H1,2 and 3 if you use all in H1 tags expect an online penalty as you should not use the H1 tag more than twice in any page.

    Your homepage could target your #1 keyword and then link out to other pages that target secondary keywords. Put the keyword in h1 on the page which is targeting it. You can use more than just the keyword in the headline, and it doesn't have to start with the keyword. But the headline should include the exact keyword somewhere in it.

    Each page should have a title that includes the keyword. I usually start my page title with the exact keyword.

    This is less spammy looking (IMO), maybe add jump-links If you have enough text to work with on the page. The links in the <ul> would jump down the page to the correct H tag.
