Thanks . It confused me because. I think it's useless to build links while the site is not yet indexed by google.

  The only way your pages will ever get indexed is from at least a single link, even pages that you never personally build links to, they still have at least one link that Google has found pointing at your page.

Of course, you can submit. Your Site will indexed automatically aftersometime or you can try "freewebsubmission com" ( submit your website in all the major search engines.

Yes, you most certainly can. The best links to build first are those that will get your site indexed: social bookmarking backlinks, or microblogging backlinks. Check out the link in my sig. for more info.

Some says' Its a big red flag for google they certainly had to be unnatural links..

It can actually help get your site indexed more quickly if you get a backlink from a high quality (high PR) site. Just be natural, and that means a new site is not getting 100 links a day all using the same keyword.
