Is it safe to build backlink directy to main site?

If I were you I wouldn't buy ANY links. Hell, I wouldn't even worry about SEO right now. If you do, you're already going to fail. Optimize your site for on-page SEO, and LOAD it up with extremely HIGH QUALITY content. Worry about SEO later.

mmm.. your post may change my paradigm about how to rank high on google.

And, for high quality content as you suggessted, what is the best extermely high quality content but the site just updated once a week, or average content, but the site is updated daily. Which one is the best, quantity or quality?

contens is king now .. i do some research to nearly "dead" website ... i write 2 pages .. and earning from adsense come ... next day .. earning disappear ..

I have seen warriors selling relevant back-links and built in a timely manner so it looks natural, that's the key, natural and relevant. Just look for the ones doing it right. A cheaper way is to buy software that does this on auto or manual, you enter a KW and you can manually go post and do about 15 a day at first and naturally build your way up.
I like the PowerSEORanker software, that puts you in control but goes out and gets the link by kw and does some other linking too like Rss, wikis, blogs, squidoo, forums,edu&.gov. Hire someone to use your SW if you don't want to do it. Just one idea of many

I would only build branded high quality links to your site and these links I will perhaps boost with some not so quality links like social bookmarks or twitter retweets.

  Any links you do buy, send them to websites one removed from your main site - your money site. Such as Hubpages, Wordpress.com, or Squidoo pages you control yourself. Then link from these to your money site.
  
  It's good to get great content on your main site then post about it on forums, your Twitter, Google profile, and FB page or profile. That will bring real visitors which will build up in time.

Do manual quality link building only to your main sites. Preferrable backlinks from authority relevant sites.

Then once you have that rock solid backlinks foundation created, then you could have more freedom to build links to them. From here, you should not have to worry about google penalty.

I would advice not to go for link building on fiverr, most of the gigs on backlink building there are just next to nothing, you can do this by yourself, you just need time before you see result on your effort.

Try this. Build QUALITY links to your money site. Then you can take the backlinks your built and build tier 2 links with them. Then take them links and build tier 3 links.

so basically

Your money site > tier 2 > tier 3

good links to your money site
ok links to your tier 2
not so good links to your tier 3

Your first message said to build content and not even bother with SEO. As I said, that is like opening a restaurant but not telling anyone about it, which is 100% true. There was no conversation about other traffic sources. Of course you should be seeking out traffic from other sources, but there is no need to hold off on SEO. That would be foolish. Anyone that waits to start building links and getting word out there about a website until their onpage SEO and content are completely perfect, is already behind. Onpage SEO is only a small part of rankings anyhow.

Waiting is just delaying any additional success the website might have.

As for the OP's questions about using link building services from here or fiverr... They absolutely should hold off on that. They should hold off forever on that.

People who say spam links don't work. I build a 1 page web 2.0, spam the **** out of it with everything from xrumer, scrapebox and blog networks.

That being said, my site is actually decent/legit... the links i built were in tiers..

You can still spam the **** out of the web, you just have to do it smartly.

Best advice: Experiment yourself. Might cost you a bit of money. But then again, its better than trusting the advice of people who have never done it or have no first hand knowledge. Try everything, thats the only way to become a big SEO.
