Are Duplicate URLs SEO Safe?

In my Webmaster Tools under HTML Improvements...

I am getting errors "Pages with duplicate meta descriptions" and "Pages with duplicate title tags."

This is happening because there are duplicate pages on my site with different URLs. (I didn't build my site.)

Does this hurt my SEO?

    Duplicate pages aren't the same as duplicate URLs. Actually you can't possibly have a duplicate URL. Use a canonical tag on the duplicate pages If you really need to keep the duplicate pages.

    Yes they hurt.
    So, as said said correctly by Yukon, If you have duplicate pages (in terms of content) please make sure you declare canonical tag in them,
