I am confuse on query. So many times I saw that due to spamming website got penalty by Google and other search engines. But what if our competitor due link building on black listed sites. Then what we can do for it.

    If your competitor is building links to your site, check out the disavow tool in Google's webmaster tools. Use it to disavow the links you don't want pointing to your site.

    To be honest there is nothing much you can do about them.
    but yes you can do monitor them with below:

    in Google daily check these:

    1. inurl:yourwebsite.com
    2. intext:yourwebsite.com
    3. intitle:yourwebsite.com

    from above you will be informed where your site is spreaded.
    Dont forget to change the setting of results freshness in google, you may set it to 24 hrs or weekly etc.

    Then you can use disavow to notify google about those bad links
    Those links wrapped under <a href=" tag wont be tracked easily.
