How deeply can a penalty penetrate a tiered structure?

I have 2 pretty specific questions:

1) Can a penalty go from your first tier of blogs/web 2.0 to your main site?

2) Can a penalty go from your 2nd tier, to the first tier, to the main site?

Hypothetically speaking, which tier is the best to do some more aggressive backlinking on?

    I have always been a bit scared of tiered link building, the big g must know what you are trying to achieve and this is diffently not white hat.

    Tiered linking and any penalties that may apply to them cannot affect any of your target sites. The site itself (hubpages for example) would be the one receiving the penalty, and since they're so big and have little control over who posts what on there, they're hardly affected at all.

    The only way your site might be affected is if you had a private network (not a small personal one but a big one, like the ones that got hit last year) that it makes the links obviously unnatural.

    Web 20's have so many different people posting to them that, who's to say who linked to your site, so no, your site shouldnt be affected. Discounting links might be another thing, like everything on the 'chain' might be discounted, but not your main site.
