Adsense image adverts

I have found at the moment when I change my adsense text only advert to an image advert it keeps showing adverts relevant to the users cookies rather then the content of my page.
When I went on my site via my vps browser which has never been used for browsing it did show relevant ads. I've looked through my adsense admin panel and can't seem to find any options to tell this ad to stop using users cookies and show adverts relevant to my content. I know there is plenty of advertisers because when I clear cache and cookies it shows them. By the way my text adverts always show relevant ads only.
I know this is going to be blatantly obvious what to do and that I am missing something but I can't seem to see what
