Changing Your First Page

SEO wise, what would you say is the smartest move?
Usually, when I have a site that's nicely ranked in the SERPS, I don't touch the first page... But, for one of my latest, I want to change the content that appears on the homepage so that it displays an affiliate offer in addition to a small intro that describes the site and welcomes the visitors.

Now, I see 2 ways to go about it:
1) to add that new stuff on top of the article that's on page 1
2) to create a static page that I will set to "first page"

Which option would be the best to avoid any drop in the SERPS?

Most of the quality links that point to the site target the root domain.

Most inbound links point to the home page of a site. That's normal and not actually relevant to your question.

The key issue is what pages are actually ranking for keywords. If your home page is ranking high for a keyword than I'd be hesitant to make any changes. But if not, and it's just your inner pages ranking, then changing the content of your home page shouldn't make a difference. With one exception which is internal links. If you're linking out to internal pages that are ranking currently (as you should), then make sure you keep those links.

As far as the content on that page, I would just make sure it's still relevant to the keywords you are trying to rank. But that's pretty easy to do.
