Is Social Media traffic safe for Adsense Websites?

So lately I've been reading topics about generating referral traffic using social media sites/forums. Some people say it's not safe and that Google might ban your Adsense account because of this. Apparently social media traffic purchasing intent is much lower than organic traffic and Google responsibility is to protect Adwords advertiser.
If this is true, how come there are many successful adsense websites that are based on, for example: quotes, funny images, videos, random stuff etc... - no one goes on these type of websites with the main intention to buy something/click on ads. So I'm pretty sure you could "spam" this type of website using social media/forums without the risk of losing Adsense account.
Please share your thoughts on this matter!
