Google sends us Engage Coupons; we can't use

Does anyone else get these Google Adwords Engage Coupons? We get them all the time, and we can't use them! We called up several times to secure an Engage Account and every time they deny us. No reason is given; they just say "We can't approve you at this time." ... then why do you keep sending us the coupons?

Anyways, they are the 'spend $25 to get $100' coupons. Anyone else get a lot of these?

    May be coupon is only for new accounts. I also getting new coupon from google but didn't use yet because i know they are only for the new accounts.
