Adwords has me completely confused!?!

Hi,
Just a quick one, A client of mine is wanting to setup an Adwords campaign for Electronic Cigarettes. However, after speaking to Google regarding this they have said that their policy does not cover or allow people to advertise the product.
However, if you type in Electronic Cigarette you will see there are companies advertising here... however when I have spoke to google they have said that they must have slipped through the net.... this surely isnt an excuse and there are ways around policies etc?
Any one else had this problem with Google before?
