Default Statis page for a blog to increase SEO?

Should I make a static page for my blog with a killer article about my keyword, "toronto condo bubble" or just leave home page as a blog?

currently I am on page six, with one of my articles on page 2.

I was researching this before and there is lots of conflicting ideas, as some say it will increase SERPs but others says that it will turn off existing users? my blog is torontocondobubble.com

If it increases your SERP it will be so minimal that you won't even notice. Just write good, relevant content.
