What is the best link-building strategy for a semi-automatic website?

Hi guys,
Just wondering if you could help me with an experience I'm working on. I have a few large websites I'm building up to be authority sites in various markets, each with sub niches.
These are semi-automatic sites (auto scraped content as well as unique content), with all content being related to the markets they are in. The aim of these sites is to catch long-tail keywords while also giving the user a reason to be on the site. Granted, the theory might be a bit off, hence they are experiments.
Now my question is this: Based on the above, what is the best link-building strategy for these type of websites?
e.g do you link to the home page? or do you link to niche categories? or posts? and what of the anchor texts? what sort of linking profile would you recommend? and so on...
