The other members have some good tips. It is also important to get good placement of a link if you can. For example if you were to reach out to other webmasters to have a link to your site installed, they my just place it in a blog role or footer of a website. These are not the best quality links. Really you must aim to get them in contextual copy of the website for them to be of high quality. Also, a link from a website that has a similar theme or content as yours is also better.

Quality backlinks are those from relevant high PR sites. Some good methods to get quality backlinks are using fresh & unique content,using thematic and contextual links and the means to get them are:
1. Article submission
2. Forums Posting
3. Social Bookmarking
4. Social Networking

Hey Inblues!
Yes back links are still relevant.
The caveat is that if the link is from a link-farm or other site with low quality content or nothing but spinning ( in other words, sites that have been hammered by Penguin) they are going to be worse than no link at all. Dump them!
In-text links from the highest ranked sites - in your niche - are among the best.
You will have to look to see for yourself if a link from a particular site has any value. They can’t pass on any link juice if they don’t have any to begin with.
Keyword content page rank is going to fluctuate just like the supply/demand numbers do for keywords over time.
Part of the ranking is in keeping a page fresh with new content or comments or simply adding a good original graphic with appropriate alt tags.

Bear in mind that after making changes your page may actually vanish until the search engine gets it spidered and re-indexed. Don’t be discouraged, it takes a bit of time.

Back links are still very relevant, I won't restate what others have said but will add that you should be gaining back links all the time, just like you add fresh content to you pages.

So, many got this wrong...

High quality links, its the old age questions, but to sum it up in a few words, even though I could talk for days about it, is:

A good back links structure has to contain DIVERSE links
From AUTHORITY websites

DIVERSE

And of course another 200 or so factors

Diverse - I see this all the time, people find a game plan, like posting on article directories or other such media and they stick with that (ok this is an extreme example) but they key here is to have links from a wide variety of websites, the more the better.

The 3 B's - Buy Beg Borrow

No, but seriously there are 1000+ great places to get links from.

AUTHORITY

Has nothing to do with do follow, no follow
Has nothing to do with PR

This has been proven time and time again.

Anyway if you take anything for this, learn those 2 things and add the fact that one day YEARS from now after you have spent thousands and tens of thousand of dollars on a website, a google manual reviewer might visit your website and take everything away.

Content has been (and always will be) the foundation of building solid traffic, visitors and links. There are multiple ways to do this and create traffic quickly and EARN back links. I launched a WSO addressing these techniques.

The definition of what a GOOD backlink is can vary over time (I'm sure you know Google changes the game ever so often nowadays), but what Penguin comprised of is still pretty much the same since it first hit. This checklist from market samurai might be useful and can serve as a reference as a starting guide to help recover from Penguin.

From experience, though, I've gotta say that the links ratios (optimized vs. non-optimized links) is the most important factor. If you clear that up, you should see a major improvement in your rankings.

Do you have any ideas of anchor text that you used for your website before panda/penguin? If you used only few phrases as anchor text, that may be the issue... to change your anchor text ratio, go for more links (may be blogging, forums, profiles, bookmarks or whatever [whitehat]) and vary your anchor text, use various texts to link back to your site...
