        Ok some more tips here:-

Tip1 :- Type full url without http:// i.e "yourdomain.com". in Google search and if only homepage appears, then the website is penalized.

Tip2 : Type "yourdomain" instead of "yourdomain.com",in Google search and if no result appears , then the website is penalized.

Tip3:- Type full url i.e;- "http://yourdomain.com" , if only one result appears , then it is penalize.
Tip4: You can use :- tools.seomoves.org/penaltychecker/ for checking penalty ,but unfortunately , the server is down, Hope they will be online soon.

        I hope this helps

        Regards

I don't think that tool is really reliable. As far as I know, you cannot be 100% sure you aren't buying something is not penalized. That being said, you can examiner the backlink profile of the domain in question and make sure there is no anchor text over-optimization. If there is, it would be safe to avoid the domain (if you plan on using it to make a money site).

That's the problem there. You really need to submit a reconsideration but before doing so you need to fix problem first. Remove those unnatural backlinks, explain that you just bought the website and you are now the new owner thus you are not the one doing those backlinks. Do not forget that you must show to Google the things you've done in order to correct the issue. Show some evidence that you're doing your cleansing effort.
