Bing coupon question?

Hello. I try to advertising on bing, never do that before. And i met the some guy who claim they have a coupon for bing. He said he have all country coupon. But he said that he sold 100$ coupon which will be separate in two 50 $ coupon. And he also said that this two 50$ coupon can work well with a new comer of bing 25$ coupon(which is currently on bing own promotion). MY point is, this is possible.? One new account of bing can use all three coupon? And i am not from USA too. Should i believe this guy or not. Please give a suggestion. i don't know how bing work. Kind of new in bing.
