Adwords issue 'Keywords not displaying due to Location'

Hey guys,
Can anyone help me with this issue that is driving me crazy!
I have a campaign where I'm targeting Speed Dating in certain towns e.g. Clapham, now before when I've run campaigns I've just set the settings to United Kingdom and had build a huge negative keyword list to eliminate all the towns and cities where I don't run events.
Recently I've started targeting by just 'London' but some of my groups such as 'Clapham' aren't displaying because apparently my location settings haven't included it (when London covers the area) I have realised that there is another area in England called 'Clapham' is this the problem? If so, what is the solution here?
