two same title tag at non-exist pages

google wmt penalized me because in html improvements i have 2 duplicate title tags, at two pages that actually don't exist on my website.
first is something with /19-2/ and the second one is one with /contact-us/. Both pages dont exist on my website, if i enter to the link i get the 404 Error. But in wmt they appear with duplicate title tags. I used the functions remove urls in wmt and removed both from cache, but wmt still say i have 2 duplicate title tags.
How can i fix? Because i want to submit a reconsideration request to Google to give my website back to searches.

If you submitted in Google webmaster tools definately it will removed from index and wait for it.

Set those two link as nofollow in robot.txt

Add the following in robot.txt
Disallow: /19-2
Disallow: /contact-us

more means? because my website is penalized because of this.
i received in wmt a message because i have poor quality. all my articles are unique. when checked html imporvements saw 2 duplicate title tags. i think this is the cause and now adding the 2 lines to robots.txt it may be fixed... i think
