Comments From Different Niche Sites - OK or Not?

Google says that links on your site must be relevant to your own niche. Does this include Comments from totally unrelated niches?
I have a 'How to' Blog site, and have dofollow links in my Comments section. This means I get Comments from people with Blogs that are totally unrelated to Blogging itself, because they are interested in my Content about how to Blog.
Matt Cutts says that links in your Blogroll (out of your site) that are in a totally different niche should be nofollow links. That will reduce the risk of Google penalty for Unrelated links.
Dofollow links in my Comments are also outbound links, like Blogroll, and many of them are to unrelated niches.
So do niche-unrelated dofollow Comment links matter from a Google point of view?
Should I approve them, or should I assign them to Spam to protect my own ranking?
