Concept of Post in Descending Format

Hello Warriors,
Today, I visited a website.
Article on the page was about "Top Ten best fashion designers in the world". But, there was a unique thing they have posted article in descending format. Means No-10 was on top and No-1 at bottom.
So, I would like to know following:
1.) Is there any advantage in SEO for keeping in descending format?
2.) Are they using this format to avoid Google penalty, because they steal content from other websites?
3.) Are they using this format to make others confused?

I am little in favor of No-2, because I found they have copied content from another website.
