How Long Until Penalties Are Received?

Ok so some complete A hole hacked into a webmaster in one of my niches websites. I noticed he had a malware warning so I emailed him to let him know because I am nice like that, he fixed the malware on his website and didn't know about it until I emailed. Anyway suddenly some new site pops up on the first page of Google right below mine that I had never heard of. I checked it out and they were using the hacked website who I notified's theme, graphics etc but they had their own content (not very much content either). I checked Ahrefs and they have about 1400 links indexed so far (they site has been registered for a month) all the links are from guestbooks and other crap places and they only have 45% anchor text diversity. I don't even know how he could get first page with that either considering my site has 272,647 backlinks he shouldn't be anywhere near. His site also just overtook another site and this one is 6 years old with 343,000 backinks.

Will he be receiving a penalty from Google soon do you think?

    I know sites that been ranking for years with very bad link profiles. I'm talking about 99% of links are scraperbox blasts and forum profiles. And they are ranking for HIGH competitive keywords that bringing 18k local searches / month, so to sum it up, may be the will get penalized may be they wont.

      Google is not the internet police and they say this
      constantly. They actually want a free and uncensored
      internet. Makes no difference to them what sites stay
      online and what doesn't.

      Do they care about their results? Only to a point.
      The vast majority of de-indexes, which are the only
      real penalty anyway, are done by bots, not humans.
      Unless many humans (or the right human) reports them.

      That site may never be removed. There is no such
      thing as a guaranteed penalty. Probably a lot of members
      of the WF think there should be, because they just think
      that their site is the $#!ts and google MUST love it. Any
      other site is junk and google must penalize them. That's
      wishful thinking and not reality.

      Why does google not give a rat's behind? Because 99.9999%
      of what real people search for, is not this IM crap being
      promoted on the WF. That's why in almost all google
      "updates," they will have a disclaimer: this will affect maybe
      less than 1% of searches in the US. We might do the same
      outside the US, but who knows?

      Seldom is an update far reaching.

      99% of the IMers here at the WF see their sites affected.
      99.999999999% of the rest of the world, does not.

    /\ Thats an interesting perspective.

    As little as I know about SEO, it makes perfect sense.

    I've seen lots of sites with shitty backlink profiles that have been ranking for years and years. Although none of these sites are in the IM niche because I don't target that niche.

    According to what Paulgl says, the best plan would be to make a bunch of different sites, spam them all to hell and back, then keep the ones that survive. In fact, in my niche, thats basically what my top competitor did. Whats interesting, his other sites aren't even penalized, they just don't rank on page 1.

    This may actually become my new technique.

      Hmm thanks for the replies guys. I thought Google was more trigger happy than they really are. Probably because of all the threads that appear in this forum about penalties. I figured 1400 links in the first month of a sites creation would be enough to tank it but I suppose time will tell. It wasn't so much the bad quality of the links as the velocity of their creation, the Ahrefs graph is almost vertical haha. I will keep studying his site though as the whole situation is quite interesting. The thing that annoys me though is that he has stolen someone else's work to do this, the site owner he did this too was obviously quite upset. If it was me he did it to then I would just scrapebox blast him to oblivion.

      I agree with Paul about a lot of IMers thinking their sites are the dogs bollocks when reality a lot of them suck. Some of the sites people here link are really shoddy.

      I actually pay for people to test and review my sites and give me feedback, as I take great pride in my websites . I can highly recommend doing this as I have got some great feedback that helped me make my sites so much better. I make websites that I enjoy making content for and make me happy. A lot of people here make throw away sites but I am not into that even if it works.

      The real riches in life are doing something that makes you happy and paying the bills with it in my opinion. It's nice to show people something you can be proud of.
