I am wondering why google bot still visiting one of my site that was totally de-index by google.

Is this normal? If normal what is their point visiting site that they already banned?

Most probably, the bot could be following a backlink pointing to your deindexed site.

If this site is still active (by this I mean you are still hosting it and it is still displaying in a browser), if your server gives a response of 200 OK, the bots can still visit your site. Whether they will crawl the site again (since it is penalized) is a different issue altogether as it depends on the inner procedures of Google on how they deal with such issues.

Google and other search engine follow the backlinks, Remove backlinks if you don't want a visit from google.

If the website is not permanently banned, Google can still find and reindex that site on its own.

That indicates that the site is not permanently banned. It still has a chance of getting back into the index.

On your part, you can try to find out why the site is penalized and try to make fixes where appropriate. If the site was penalized because of amassing numerous, suspicious backlinks, you can use the "disavow tool" in the Google Webmaster Tools to reject those links.

According to google webmaster tool, it's a quality content issue. What I did is remove all the content and add new unique content I requested for reconsideration but still denied but their bot still visiting my site and using to much bandwidth of my server

I find it hard to believe Gbot is using too much bandwidth, considering the bot usually crawls small chunks of pages/URLs per visit.

Yes, bot will still be visiting your site, this is due to your link it sees on other people's site.

Are you sure that your site is de-indexed? Did you get no results searching for "site:yoursite.com"? Maybe you just lost some backlinks and got de-ranked.
