Page content according to IP address

I am having a site which shows content according to IP address(Only city). Suppose a user from X city visits my webpage then X content will be shown, when a user comes from Y city then the user will see Y content.

URL will be same for both users.

Is it good from SEO point of view. If it is not good than, what is the solution?
