How to choose your SEO firm?

Hi, I am in the process of getting a new website created in what is quite a hot and busy market place. I do not have too much SEO experience other than reading up on this forum over the last few days and speaking to a friend that has some basic knowledge.

I have run around getting quotes for the full Monty
1. Design
2. Build
3. Content
4. SEO campaign

Being based in the UK I have had some referral business and also picked up some firms by googling. The quotes for design and build are ok but the SEO is not cheap!

I have managed to outsource some of the work such as the SEO copy for my content at a fraction of the price that the developers are charging and the same writers will be writing all my landing pages and SEO articles for link submissions etc.

What I wanted to ask members for was some help on how to best:

1. Know if the SEO firm you are going with know what they are doing
2. If they are good at designing the marketing on the page because being 1 on google wont help if there is no compelling call to action
3. How much work is invovled in SEO competitor analyses.

On point 3, people are wanting to quote 2 days work which is typically around £700. Is this really worth it to find out what the best key phrases are? I have PPC history of my own thought keywords that are performing and you can look at competitors websites to find out what phrases they are using... So what I am getting it is to see if the cost for their analysis and pritty report is really worth the cash being spent?

Any help would be appreciated in pointing me in the correct direction here and advising how to best approach this project and development life cycle?
