Advise on moving to a new domain using same content

I have an unnatural link penalty on one of my sites, after many reconsideration requests being turned down I am thinking about moving the site to a new domain.



The site has a lot of pages with quality professionally written static content and many blog posts that I have built up over the years. It would cost me a fortune to have all the content re-written so I would like to use the existing content on the new domain.


I don't plan on using a 301 redirect as I don't want to transfer the penalty but my only concern is that Google will look at the new domain as a scraped site.

Can anyone advice on how I could do this without there being scraped/dupe content issues

    I've done this before and never had a problem.
    It's your content, just take it off the old site and put it on the new one, why are you worried about duplicated content?

      The original pages are indexed in Google so if the same content suddenly pops up on another domain then surly the new domain will be slapped by panda?

        No, you won't be slapped by anybody, there isn't a problem with posting your content on more than one site.

        Google will quickly realise that the content has gone from the original site anyway.

    Take down the first site - duplicate content doesn't apply if the original isn't indexed. If you are already out of the search engine (deindexed) and the original source is no longer online to reference, launch the new one.
